Department for Promotion of Industries and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India, launched a Scheme for Pedagogy & Research in IPRs for Holistic Education & Academia (SPRIHA) in the year 2016 under which IPR Chairs have been set up in select universities and academic institutes. This was in accordance National IPR Policy launched by the Government of India in 2016, which proclaims, as one of the objectives under section 7.2 as, “Strengthen IP Chairs in educational institutes of higher learning to provide quality teaching and research, develop teaching capacity and curricula and evaluate their work on performance based criteria."
MNLU Mumbai has been selected by the DPIIT as one of the 12 universities/organizations for setting up IPR Chairs in the country.
DPIIT has formulated the norms for establishing and functioning of the IPR Chair under SPRIHA. Accordingly, the University has appointed Dr. W. M. Dhumane, Former Senior Joint Controller of Patents and Designs as IPR Chair Professor with effect from 10th June 2020.
The objectives for creation and institution of IPR Chairs under SPRIHA are to encourage the study of, education in and research on Intellectual Property Rights (IPR),as well as to promote outreach in IPRs, as elaborated below:
Prof. (Dr.) Gigimon V. S.
is Chair Professor IPR under the Department for Promotion of Industries and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India. He has completed his BAL and LLB from the University of Kerala, post-graduation (LLM) from Hidayatullah National Law University, Raipur, and a Ph.D. in Law from Chanakya National Law University, Patna. He has almost two decades of teaching, research, and practicing experience as an Associate Professor and Head of the Department (Law) at Mar Gregorios College of Law and as an Associate Professor and Founder Head of the Department at Dharmashastra National Law University, Jabalpur, and various institutions such as Rajiv Gandhi National University of Law, Punjab, Patiala, School of Law, Christ University, Bangalore, CMR Law School, Bangalore, and National Law School of India University, Bangalore. He has also worked as the Registrar of the Bar Council of Kerala M K Nambyar Academy for Continuing Legal Education in Kochi. He was the Chair Co-ordinator of the Prof N R Madhava Menon Chair on Legal Education and an Expert Member of the Legal Education Committee of the University Grants Commission – Committee on Transforming Legal Education. From 2012 to 2017, he was associated with Padma Bhushan Prof. N R Madhava Menon in successfully organising professional development training programs for lawyers and law teachers in various parts of India under Continuing Legal Education. He has also participated in and organised many international and national Moot Court Competitions and Seminars. He was the principal investigator in Pan-India Projects for different states. He has also presented papers and actively participated in many international and national workshops and seminars and served as a resource person in FDP and training programs. His areas of interest are ADR, IPR, Consumer Protection & Human Rights Law. He has published books and several articles in journals and books of repute. He has also travelled to many countries to present papers on various topics of Law. He is the Joint Secretary of the Commonwealth Legal Education Association Asia-India Chapter & Menon Institute of Legal Advocacy Training, Trivandrum, and a member of several organisations such as the Forum of South Asian Clinical Law Teachers in Goa and the Global Alliance for Justice Education in the USA.
